The ideological means by which this bureaucracy estab- lished its position (the theory of 'socialism in one country', etc.) relied heavily on the claim for a 'realistic' assessment of these defeats. All this material is important in a study of the question, but for the Marxist the first and most essential question would be: does the "separation of owner- ship and control', in so far as it has been brought about, effect any change in the laws of functioning and development • of the économy? Does it, for example, change the function of the rate of profit in deter- mining the allocation of capital labour to different and branches, of production? Does it alter the division of the pro- duct according to the ownér- capital, land and of ship labour-power? Not a single one of these questions is seriously asked by the advocates of the 'managerial revolution' theory in its various forms. However much the role of the state has increased in the economy of capitalist dociety, it has saryed the concentration of to aid capital, to maintain its essen- features, tial rather than changing its character. Whereas planning has greatly increased within individual companies, the economic system within enterprise works which each and to which its 'planned' pro- duction is directed, is un- planned and anarchic, and in ever-increasing contradiction with the growth of science, planning and organization within each particular unit of capitalism. Relationship Marx and Marxists are ask- ink very different questions from those asked by sociolo- gists when they discuss 'class' any other social or indeed phenomena. The second great difficulty for sociologists in this kind of presentation is that Marxists protagonists of a write as theory which sees itself as part of the reality it is accounting for, and, more than that, as the conscious expression of the struggle of the working class and change that to grasp reality in its developing totality. The relation between Marxism, class, and class con- sciousness is therefore entirely different from the avowed (and the actual) relation between sociology and society. Our extract from the dis- cussion of the nature of the USSR illustrates this. To understand it further we must beyond the now go 'ABC'. Classes manifest them- selves politically, in struggle.

They have representatives and leaders as well as relatively un- conscious layers. They are internally differentiated. Be- tween them and straddling them are transitional and inter- mediate layers. All these rela- tionships are undergoing con- stant change. One class, the bourgeoisie, builds revolutionary potential under feudalism and economically culturally, 'unconsciously' in a certain sense, while another, the proletariat, is united by its lack of any specific 'mode of appropriation' either economic- ally or culturally under capitalism. The proletariat therefore requires a qualitative leap in consciousness, concentrated to- wards the taking of political power, which it must then use for the economic transforma- tion of society. The dynamics of these struggles, whereby different classes fight to constitute them- selves as self-conscious and independent social and poli- tical forces, is the subject- matter of the next part in this series next Saturday.

Churchill: We don't want them in our zone. Stalin: But that is not what we sug- gest. (Laughter.) The rather timid and deferen- tial Attlee was overawed by this contest of Titans. Expressing that few regret people had been given the chance to see the Stalin-Churchill- Truman team in action, he sug- gested that 'our people have a right to see these outstanding personalities visit them'.

It was a reward, he thought, for the sufferings of the war: Attlee: They would be very glad of this. They have gone through a great deal. The prospect of Stalin, Churchill and Truman taking the salute at a Whitehall parade was indeed an image to conjure with!

German war guilt was written into the statement of principles that concluded the conference.

In part they declared: "To convince the German people that they have suffered a total military defeat and that they cannot escape responsi- they have bility for what brought upon themselves...

Twenty five years later, the Stalinist_bureaucracy-this time supported by the ruling classes Germany, France and several other smaller W European states - seeks to re-enforce the division of Germany and Europe imposed by the Potsdam con- ference of 1945. This is the capitalist and bureaucratic response to renewed working-class militancy through- out the continent, from Czechos- lovakia in the East to France, Italy, Spain and Britain in the West. Agreement 'Collective security' for both Stalinism and imperialism is a common unite agreement to the against threat of revolu- tion, whether political, in E Europe, or social, in the West.

In 1945, a decimated German demoralized working class, hunger, oppression and Nazi propaganda, was powerless to of Stalin, resist the plans Churchill and Truman. with the whole of Today, Europe stirring as it has never done since the period of the Russian Revolution, this con- spiracy can be exposed and thwarted.
