democracy bends at the knees THE NEW Public Order Bill, passed overwhelmingly yesterday by the Canadian parliament, has revealed how thin is the veneer of parliamentary democracy in a period of capitalist crisis.

placing October's War Measure: Act, which turned the country into an armed camp, Prime Minister Trudeau's new legislation has banned the separatist Quebec LiberaFront (FLQ) and faces its members with 110E five years' jail.

The Bill also permits arrest without warrant or bail and detention for up to seven days without charge..

States, tarasa Britaine, and in the United every country, the capitalist campaigns against 'anarchy' are a veil behind which they prepare to resolve their economic crisis by massive repressions against the working class and its organizations.

This is what US President Nixon meant when he referred to the FLQ as part of 'an international disease'.

Tha dian economy by the puts the finishing touches to his draft Industrial Relations Bill - due to go before the Commons this morning - the official leaders of Britain's ten million trade unionists are in headlong retreat.

Lionel Murray, TUC assistant general secretary, has told trade unionists planning_to strike against the Bill on December 8.50 'think again'.

He described the more than one million workers expected to come out on December 8 as 'just the free-enterprisers of the trade union movement'.

Trade unbelieve ly and although their numbers are marginal the effect of a strike undermine the TUC's case! *° on December 8 will be The Tories would only need "a whiff of a strike' to go to the country in a general election which they would win.

The TUC did not condone "any unofficial strike action which is aimed as a form of protest against the Bill'.

Political

He makes it clear that the TUC opposes industrial action precisely because it might cause a political crisis which would force the Tory government to resign.

Yet this is the only way the Bill can be stopped.

In other words, behind a shower of multi-coloured Bim, thes the union leaders are 'opposing' the getting ready to accept it with as much grace as they can muster.

Unlike Harold Wilson's Labour government, the Tories bureaucratic sabre-tarring and deterred protest when they have TUC assurance that movement's only effective weapons are safely mothballed for the duration.

Like the social-democrats of Weimar Germany before Hitler came to power in 1933, union leaders today proceed with the theory that if you don't hurt the Tories they won't hurt you Heath and Carr. not to mention Enoch Powell, are going all out once again to disprove this reformist theory practice.

The more the union leaders retreat, the more brazen and demanding the Tories become.

Anyone who doubted the deadly determination of the Tory government and the monopoly employers should take a close look at Tuesday's injunction against Division A of SOGAT restraining the union's executive from 'doing any further act' to procure Fleet St paper-workers, to strike on December 8.

Foretaste

This is only a foretaste o things to come if Carr's. Bil is allowed onto the Statute Book. As the Tory Receiver moves in on pay increase.
