TROUBLE has already flared on Merseyside's docks over the interpretation of an interim pay deal agreed on Monday and Tuesday.

On Thursday, two strikes halted work on six ships and involved some 600 men.

One of them-over the application of the agreement in relation to bulk sugar carriers-brought the men into direct conflict with the deal's abolition of most special cargo awards in return for a £20-a-week minimum wage.

On Tuesday night, the Port Council voted by 16 votes to 10 to oppose the team's tour.

They are due to play on the Port Talbot athletics ground on December 10.

The council is urging all trade unionists in the area to demonstrate and has decided to support the Swansea Anti-Apartheid Co-ordinating Committee and any other bodies planning demonstrations.

This move was sponsored by Trades Council secretary Malcolm Gullan" plumbing Trades Union branch secretary• He was supported by Tom Lyons on behalf of his Electrical Trades Union branch.

There were strikes yesterday at Walton Secondary School, Peterborough, and schools in Nottinghamshire and Widnes.

But the feeling is growing amongst teachers that more than half-day stoppages will be needed.

A meeting of the Manchesbranch of the National docks the previous day, many dockers expressed hostility to proposals negotiated for implementing the second phase of the Devlin 'modernization' scheme.

MOBILITY

These demand mobility of labour, two-shift working and the ending of various protective practices in return for £33 10s. per 31‡-hour week.

Merseyside dockers' apparent calm acceptance of the interim deal conceals powerful currents of anxiety about the implementations of such concessions.

It is significant that the first dispute should take place over bulk cargoes. It is this, together with containerization, that the dockers find most worrying.

SMOOTH OVER A special sub-committeeset up after dockers "blacked' container work in an attempt to speed negotiations on the deal—is now meeting in an attempt to smooth over this knotty issue.
