There is an unbeatable barometer to gauge the political temperature at Tory party conferences. You simply turn to the section on the agenda which is headed 'Free. dom under the law'. The title to this section is deliberately ambiguous. The public-relations advisers to the Tory Party feel that 'Freedom under the law' creates a better impression with the middle-class voters than 'law and order'.

But 'Freedom under the law' or 'Law and order', the message is the same. It is the section of the conference agenda where the hangers and floggers are permitted to give voice.
