He reveals now the con- spiracy of the Labour govern- ment. 'Let us suppose a powerful trade union succeeds in obtain- ing a large wage increase, say 25 per cent. They [the Labour government] want you to come to the conclusion that because wages have gone up in one sector of industry then all and other wages will go up, then all prices will go up' But in reality 'A rise in wages in one sector of industry means less money for every- body else' Behind this is the notion that there is a fixed pool of wealth, only so much to go around. Where then does the extra money come from? Like a conjuror about to produce th rabbit from that hat, he leans forward. One authority 'There is only one authority in existence that can produce money, the government. Only the government can keep that tap of money hard on, which forces up every price' Why do they do it? The union officials are particularly fond of designating an agreement in this way. Great store is set by the use of 'explanation' booklets.
Many consultants produce carefully-worded guides to the new agreements which outline all the 'advantages' to be the gained by accepting changes in working practice.
These are usually written in a light-hearted manner and often and include cartoon strips comic drawings to imply that there is nothing serious in- volved. House journals are also used to encourage new systems in this way. One newspaper which has large played . the a introduction the Devlin scheme on the London docks is 'The Port'. This paper is run by the Port of London Authority as an independent paper. Features on the ad- vantages of the Devlin scheme were intermixed with items on events, dock news and local articles on dock history, and about local union officials and dock 'militants'. Another way of using indus- trial psychology is the misuse words 'standard' and of the 'normal' to describe speeds of working which anything are but normal; the implication being that anyone unable to attain these levels of speed (i.e. top speed) is 'below stan- dard'. This imputation is one which no one likes being with labelled, and in consequence, make some effort to change.
If a worker was simply told he had not been working at top speed all the time he would not think twice about it.
Similarly, the consultants on referring to any insist worker who has become a part of the work-study team as a 'workers' representative' in to imply that order he is wholly concerned with looking after the workers' interests.
Of course, this is a deliberate.
inversion of the situation.
Once the worker adopts the job of a work-study man and of a stopwatch carrier he be- management repre- comes a the leading sentative. All time-and-motion consultants refer to work study as a "tool of management'. This should be sufficient to make the posi- tion of any worker involved in this work abundantly clear.
The real and only workers' representative is the elected shop steward; and even then he can only be truly classed as such if he is in no way con- nected with operating the pro- posals of the management.
