1922 to punish Lansbury and his colleagues by investigating the level of relief and demand- ing it be cut down. When this • district was not done, auditor 'surcharged' the coun- cillors, requiring them to pay excess expenditure per- the sonally. The councillors simply ig- nored this order and after the new government was formed, the whole case was dropped.
Of course, Lansbury was a muddle-headed old Christian- pacifist, as Trotsky explains so in Where is Britain clearly Going?'. But in this action he was giving expression to the aspirations of the East End working class. One of his friends, a sur- vivor of Poplar Council in Lansbury's day, once told me: If George had taken it into 'his head to jump into the Thames, the entire population of Poplar would have jumped with him' This remark well expresses both the class following of Lansbury and the inadequacy of his leadership. But while in 1921 the gov- ernment could be made to back down by a movement led by a reformist like Lansbury, defeating the Tories today de- mands more than the courage of the Poplar councillors.
The clarity of Marxist theory is also needed - something Lansbury never had. WESTWARD: As Channel except: 3.58 News. 4.00 Gus Honeybun. 6.00 Diary. 11.40 Faith for life. 11.45 Weather.

DIRECTED BY JOHN GOLDSCHMIDT.
THIS YEAR the Miss World competition contained a white Miss South Africa and a coloured Miss Africa (South).
In other ways, though, it was not such plain sailing in the media over the vexed colour question and progress was not uni- formly maintained. By refusing to pay proper technicians of all rates to grades involved in making and transmitting colour pro- the commercial tele- grammes, vision companies reduced themselves monochrome output. A SIMILAR statement can be made about Fred directed Burnley, who last week's 'Omnibus' on the painter Modigliani (BBC-2, November 22. 9.45 p.m.). Called 'A Requiem for Modigliani', it was stylishly and expensively done.

Goldschmidt's work con- tinues to show the same tech- interest as in 'Berna- nical dette'. His understanding, though, remains determinedly shallow.
Milligan at least shows the scars of a real struggle to make sense of the world, however forlorn and misguided his route. Goldschmidt seems merely to 'use' his subjects without penetrating to their meaning. One would never have guessed from the film. The bohemian myth was traded upon at every turn, reaching its climax in a tricksy presentation of the suicide of Jeanne, nine months pregnant, on the day after her lover's death. That it also contained some photography at the frontiers of television between the artist and his nude model also need not surprise us. Pubic hair has long been fine for art pro- grammes with small ratings.

JUDGING FROM
a recent television broadcast by Hun- garian Deputy Foreign Minis- ter, Frigyes Puja, the NATO and Warsaw Pact powers are drawing closer together on the question of a European Secu- rity Conference. Puja told how, 'on October 30, and 31, 1969, the Foreign Ministers of the Warsaw Treaty States . . . worked out a pro- posed agenda for the conference: dealin (1) Establishment of European Security . . . (2) Widening of commercial, economic and tech- nical-scientific relations with a view to the development of political co-operation based on between the European parity states'. He then went on: 'It came to light... that the North Atlantic Alliance was not *.. with the quite satisfied agenda proposed by the socialist states .. So what did the bureaucracy do? "The meeting Budapest on June 21 and 22, 1970 . took account of this and worked out another agenda proposal.' This included the addition of a third item-the 'establishment of a body to deal with the prob- lems of European security and co-operation'.

So the Stalinists responded to the NATO criucisms by accept- ing their proposal for the crea- tion of a permanent 'law-and- order' force for all Europe! Theme of the conference: Involvement at Work'-had little appeal for Partridge. Management, he pontificated, would surrender its not con- cern for its employees' interests to anyone 'whether trade unions or government or other well- or ill-meaning interventionists'.
